I have received Your Excellency's letter on
the subject of the appointment of a Third Judge this morning,
and I hasten to say that I am most grateful for the care and
attention which Your Excellency has given to the question. The
exhaustive examination which Your Excellency has made, was
essential to the proper understanding of the case, as it will
clear up many points which are not quite intelligible, if I may
say so 2 to anyone not familiar with the working of the Courts,
It is in order to express my great appreciation of Your Excel-
